What's the reason for Zinnia and Pod 043 having the same voice?

Side note

Just a side-note, in the last answer Yoko makes sure to emphasize the "think for yourself" aspect of it. It really feels like he's trying to leave Ending E massively open to interpretation, with the whole point of it being to get you "thinking." This is all just my interpretation, mind you; which I guess is exactly what Yoko Taro is trying to accomplish here.
